As a French native speaker from Quebec, I found it really, really easy. If you know music it will help even more because it has different tones to the same sound, with different meanings each.
I took evening classes for one year and I could carry a basic conversation. I lived in China for a year and then I became really good in about 2 months.
My advice: get a Chinese buddy with whom to talk.

For the first question, it is hard for a foreigner to learn chinese, But don’t worry you still can learn it very well if you work hard.
For the second question, It depends on the way you are learning, where you are and how hard you work.
If you study chinese in china and you make lots of chinese friends, then you may speak fluently chinese in three months. And if you can’t come to china and you haven’t lot’s of chinese friends, then you’d better pay more attention to your methods of learning chinese. My suggestion is that you can learn chinese online. It depends on native language your coming from. Which is English Im assuming. At least a few years for Chinese, because it is one of the harder languages for a English speaker.
